Its distinguishing features are about continuing conversations: send a friend request before you leave, save favourite chats, and send a message request to someone you disconnected from, which waits in their inbox. You can also add interests to be matched with people who share them.
It describes AI filtering, 24/7 human moderation and one-tap block and report. Its Terms of Service say it is strictly for adults, confirmed with an 18+ checkbox at the start of a session.

On storage, its homepage says two different things. One section says "No chat logs stored", while its FAQ says StrangerLine stores all conversations so that friend and message requests can work. If that matters to you, ask them which is current.
